the water used to put out the fire was from lake geneva.

As for "some stupid with a flare gun", his name was reported at the time to be Zdeněk Špička.
He was a Czech who had been living in the Lausanne area, and he has never been seen since. The Swiss authorities believe that he fled to France the same night to avoid arrest, and that he settled in France under a different name. If he's still alive, he will by now be 74.
